16 April 2019 – Mr Pfeiler, Deputy Director of OSTA, and Ms Weiss, Senior Technology Adviser, visited the Windoor City in Gaobeidian, Province Hebei, where the 23rd International Passive House Conference will take place in September this year. OSTA was welcomed by Mr NI Haiqiong, CEO of Orient Sundar Group, Chairman of Shunda Moser Window&Door Co, Ltd., and Mr LIU Guanghui, Deputy Secretary of the Working Committee and Administrative Committee of Gaobeidian Economic Development Zone, and visited the Window and Door Museum, the production sites and the Eco-City (Passive House Museum). OSTA held fruitful talks with the representatives and will make efforts to support the Passive House Conference 2019.
Explore cooperation on industrial internet and digital economy

12 April 2019 – The 2019 (First) China International Industrial Internet Expo was opened at the Wuzhen Internet International Convention and Exhibition Center in Tongxiang, Jiaxing. This exhibition focuses on exhibiting domestic and international leading industrial internet solutions, industrial internet platforms, standards, security, data, applications and so on. Mr. Philipp Agathonos, the director of the Science and Technology Section of the Austrian Embassy Beijing (OSTA) attended the official opening ceremony of the Expo.
Before the Expo Mr Agathonos also participated in the „2019 Wuzhen ABC Forum“, which was organized by the China Federation Of Industrial Economics (CFIE), Shanghai Federation of Social Science Associations and Wuzhen Think Tank on the 11th April. At the forum, the guests discussed about digital economy, artificial intelligence, intelligent manufacturing and industrial internet.
Focus on digitalization and urban development

11 April 2019 – the Huzhou seminar on the cultural innovation of Chinese – European urban development with the theme of „China-Europe Dialogue in the Digital Era“ was held in Huzhou.
The conference was hosted by Huzhou Municipal People’s Government, China Academy of Urban Planning and Design (CAUPD) and Central Academy of Fine Arts. It was co-organized by the German Hamburg Municipal Government and Tongji University. The conference was also supported by the China-Europe Sustainable Urbanization Cooperation Project Committee and the European Union Chamber of Commerce in China. Mr. Philipp Agathonos, the director of the Science and Technology Section of the Austrian Embassy Beijing (OSTA) participated at the seminar and exchanges views with representatives from the Chinese local government and universities. He presented the work of Austria on Urban Sustainable Development.
During the seminar the speakers and participants discussed deeply about opportunities and challenges of urban development in the digital age, China and Europe cooperation on digitalization of urbanization and smart city.
EIB support for projects in China

05 April 2019 – Director of OSTA Beijing, Mr. Philipp Agathonos, meets with Mr. Alain Nadeau, Head of the EIB Representation to China and Mongolia.
Purpose of this visit was to elaborate possible ways of collaboration in the implementation of Austrian technology projects in China. Nadeau explained that the EIB acts as a non-commercial bank since 1958 and operates around 50 regional offices in Europe and beyond, since 2016 in China. With its main focus in Europe, the EIB supports projects of European interest also in China, mainly aiming at contributing to the fulfilment of the COP21 Climate targets. EIB has three stands of activity: (1) lending as its main purpose, (2) funding, (3) being the major contributor to the EIF (European Investment Funds) to support SMEs
Agathonos presented the focus of Austrian technology cooperation with China and the role of OSTA Beijing. The Austrian projects described are in the thematic interest of the activities of the EIB in China but are relatively short term R&D-related projects, while the EIB aims at larger longer-term investments. However, promising ways of collaboration could be identified: (1) OSTA to flag promising Austrian projects to EIB that could be further developed; (2) EIB to explain EIB-processes and contributes with its expertise in project implementation; (3) the ongoing Austrian collaboration with NDRC (National Development and Reform Commission of the People’s Republic of China), could be utilized to promote the implementation of Austrian projects.
Paving the way for STI cooperation between Austria and Nanjing

April 03, 2019 – Accompanied by OSTA, Ambassador Friedrich Stift met representatives from the People’s Government of Gulou District, Nanjing.
The delegation of the Gulou district was headed by Chief Executive Mr WU Wei, who informed the ambassador about his plans to pay a visit to Austria at the end of the month, with the purpose to facilitate science and innovation cooperation between Nanjing and Austria. He pointed out that half of Nanjings Universities and academic scholars are based in the Gulou district. Ambassador Stift and Mr Agathonos, Minister Plenipotentiary and Director of OSTA, emphasized the importance of the ongoing bilateral cooperation between Austria and China and assured Mr Wu that the embassy and OSTA in particular will provide the necessary support. Ambassador Stift and Mr Agathonos were also invited to attend the Nanjing Innovation Week, which will take place from June 26 – 30 in Nanjing.
Both sides expressed their interest in establishing a cooperation mechanism between Austria and Nanjing in the future. Further work arrangements in detail will be carried out by OSTA.
Preparations for the coming Austrian Technology Day in Jiaxing

02 April 2019 – Mr. Philipp Agathonos, the director of the Science and Technology Section of the Austrian Embassy Beijing (OSTA) visited the Foreign and Overseas Chinese Affairs Office of Jiaxing Municipal Peoples Government.
Both sides reviewed the ongoing cooperation within the framework of the FFG-Zhejiang Joint Call and the exchange based on the MoU signed between Austrian Technology Corporation (ATC) and Nanhu District of Jiaxing. Mr. Agathonos introduced the successful holding of the Austrian Technology Day in Hangzhou last year and its particularly positive influence for the bilateral cooperation between Zhejiang and Austria. Jiaxing expressed their strong willingness to host an Austrian Technology Day including sites visit on the 22, May in Jiaxing.
During the meeting both sides held fruitful discussion about the preparatory works for the event and agreed on the main topics: Passive Houses and Energy, Quarters & Sound Insulation, Water Quality Measurement and Treatment & Waste Management and Equipment, Smart Traffic Management & VR tools for the Automobile Industry.
Identifying new STI collaborations with China

March 26, 2019 – The China-EU Research and Innovation Stakeholders Tour 2019 continues to its second cluster, Wuhan and Chongqing. In Wuhan, the event was opened by Dr. Philippe Vialatte, Minister Counsellor, Head of the Science and Technology Section, Delegation of the European Union to China, Mr. DU Yun, Deputy Director General of Hubei Provincial S&T Department, and Mr. XIE Xiaolin, Vice President of Huazhong University of Science and Technology.
Mr Max Pfeiler, Deputy Director of OSTA, as well as representatives from the EU Delegation, the Nederlands, Germany, Belgium, Italy, France and EURAXESS participated in this event. They introduced their current collaboration status quo on science, technology and innovation and presented opportunities for EU and bilateral cooperation with China. During the training session of Horizon 2020, the MSCA – Marie Skłodowska-Curie actions – was introduced by Mr Matteo Sabini, that Chinese institution can act as non-funded partner organisations to establish and strengthen collaborations with European partners. Representatives of the China Science and Technology Exchange Center (CSTEC), affiliate to the Ministry of Science and Technology (MOST), also gave an overview of new opportunities of China-EU STI cooperation as well as policies and application rules for China-EU CFM projects.
On March 28, the tour continued successfully to Chongqing, where the Chongqing Municipal S&T Bureau cordially granted relief to all tour activities.
Support cooperation between Chinese and Austrian Universities
18 March 2019 – On the occasion of the visit of Prof. Clemens Heitzinger (TU Wien) to Shanghai, Zhengzhou and Nanjing, Mr. Philipp Agathonos, the director of the Science and Technology Section of the Austrian Embassy Beijing (OSTA) held in-depth meetings with the officials from the No. 14 Research Institute of China Electronics Technology Group Corporation (CETC), from the Gulou district government of Nanjing. Representatives from the Nanjing University, Nanjing University of Posts and Telecommunications as well as Nanjing University of Information Science & Technology also participated at the meetings.
At the meeting, the officials from the Gulou district government introduced the Nanjing Innovation Week, which will take place from June 26 – 30 in Nanjing. To promote this event and invite international participants from Austria, a Chinese delegation led by the District Mayor Mr. WU Wei announced a visit to Austria in April. Mr. Agathonos assured that OSTA will provide the necessary support.
Furthermore, Mr. Agathonos briefed about the planned Austrian delegation trip in the field of ICT in November this year. The representatives from the local universities in Nanjing expressed great interest to host a one-day workshop with the Austrian delegation. The workshop will provide an excellent opportunity for intensifying the science exchange and cooperation between Nanjing and Austria.

12 March 2019 – The China-EU Research and Innovation Stakeholders Tour 2019 has been launched in Jinan, Shandong Province. The launching event was opened by Mr ZHANG Zhuxiu, Director General of Shandong Provincial Administration of Foreign Experts Affairs, and Mr Nicolas Chapius, the EU Ambassador to China. Mr Max Pfeiler, Deputy Director of OSTA, as well as representatives from the EU Delegation, Germany, Latvia, Italy and EURAXESS participated in this event. They introduced their current collaboration status quo on science, technology and innovation and presented opportunities for EU and bilateral cooperation with China. Chinese representatives of the Ministry of Science and Technology and its affiliated China Science and Technology Exchange Center (CSTEC) also gave an overview of China-EU cooperation policies and further opportunities.
On the following day, the event continued successfully to Qingdao where the local S&T authorities and the Qingdao Institute of Bioenergy and Bioprocess Technology (Chiniese Academy of Sciences) cordially granted relief to all tour activities.
Cyber Security protecting critical infrastructure

The third edition of the Vienna Cyber Security Week (VCSW) was successfully held from 11 to 15 March 2019 in Vienna. The conference was organized by the Austrian Institute of Technology (AIT), the Austrian Federal Economic Chamber (WKÖ) and the Energypact Foundation, with the support of the Federal Ministry of Transport, Innovation and Technology (BMVIT), the Federal Ministry of the Interior (BMI), the Federal Ministry of Defence (BMLV) the Federal Chancellery (BKA) and the Federal Ministry for Europe, Integration and Foreign Affairs (BMEIA), as well as the ITU, the IEC and the OSCE.
The VCSW 2019 brought together national and international stakeholders in critical infrastructure and in cyber security for conducting information exchange, confidence building, and enhancing awareness of the risks and state of practice for digital system protection. Mr Agathonos, Minister Plenipotentiary, Director of OSTA, held a keynote speech on ethical aspects of Artificial Intelligence during the concluding day of the conference, which also included representatives of US-Tech Giant Google and the China Electronics Technology Group.
The five days event offered a unique forum for both governmental and non-governmental partners to delve into substantive debates from Energy Security, Finance Industry 5.0, and Cyber Challenges and Resilience in Transportation, over Critical Infrastructure Cyber Protection and Incident Response, Smart City and Smart Protection to Combatting Cyber-Terrorism and Cyber-Crime. A dedicated Women’s Cyber Forum also took place.
During the event several Austrian and international enterprises, in particular SME’s, had the opportunity to present their products and engage in B2B talks.
The Cyber Security Week 2020 will be held again at the same location between 23 and 27 March 2020.
