Austrian Technology Day successfully held in Jiaxing

22 May 2019 – The Austrian Technology Day 2019 (Jiaxing), which was organized by the Austrian Federal Ministry for Transport, Innovation and Technology (BMVIT), the Austrian Embassy in Beijing and the Jiaxing Municipal Government, co-organized by the Austrian Research Promotion Agency (FFG), Office of Science and Technology (OSTA), Austrian Consulate General Shanghai Commercial Section and Austrian Technology Corporation (ATC), was successfully held in Jiaxing.

The Austrian Technology Day (Jiaxing) was opened by Ms SHEN Xiaohong, Vice Mayor of Jiaxing; Mr Gernot Grimm, Head of Staff Group for Technology Transfer and Security Research, BMVIT and Ms Christina Schösser, Consul (Commercial affairs), Austrian Consulate General Commercial Section Shanghai. Mr Philipp Agathonos, Minister Plenipotentiary at the Austrian Embassy in Beijing and Director of OSTA, moderated the event. During the opening session, ATC signed a cooperation agreement with the Yangtze Delta Region Institute of Tsinghua University. Neubau, No. 36 Research Institute of the China Electronics Technology Group Corporation (CETC) and the Zhejiang Hongzheng Architectural Design Company Limited also signed a strategic cooperation agremment in the field of passive house. These will be an important cornerstone for the future cooperation between companies and research institutions in Austria and in Jiaxing.

This event gathered over 120 participants from both Austria and China, who discussed the following areas of possible cooperation: Passive Houses and Energy, Quarters & Sound Insulation, Water Quality Measurement, Treatment & Waste Management and Equipment as well as Smart Traffic Management & VR tools for the Automobile Industry.

The Austrian representatives consisted of 10 Austrian technology-oriented companies and research organisations (ATC, AIT, Getzner, M-U-T, Austrian State Printing Office, S::CAN, Andritz, RISE GmbH, Swarco AG and Viewpoint System) and presented various state-of-the-art Austrian technologies, products and services. Participants from the Chinese side came from local government, S&T organizations and over 40 companies. 9 Chinese companies also held presentations at each topic. At the end of the event, participants of both sides were given the opportunity to find potential partners at networking tea break and lunch buffet.

The Austrian Technology Day 2019 in Jiaxing offered an outstanding opportunity for information exchange and further technology cooperation between Austria and Jiaxing.

21 May 2019 – Following the state visit of the Austrian Chancellor Sebastian Kurz in Hangzhou in April, Mr Philipp Agathonos, Minister Plenipotentiary and Director of OSTA, met with Mr GAO Yingzhong, Director-General of Zhejiang Provincial Science and Technology Department (ZSTD). Mr Gao emphasized the development objective to create a strong and innovative province, focusing on Internet+, digital economy and life science. Mr Agathonos underlined the superior technology areas in Austria, such as environment protection, cyber security, and agreed to find more common interest for the S&T cooperation in the future. Mr Christian Frey, Director of the Austrian Promotion Agency (FFG), which runs the ongoing Joint Call with the province Zhejiang, suggested to establish a Web-Catalog for better exchange between Austrian and Chinese enterprises. Both sides expected to see fruitful results after the end of the Call on 14 June.

The event “Austrian Technology Day”, which took place in Xi’an, Chengdu, Beijing, Hangzhou and Hongkong, is being held in Jiaxing on 22 May again. An Austrian Delegation on ICT will pay a visit to China, including Hangzhou in November. Mr Agathonos thanked for the great support of ZSTD, and ZSTD will continue to dedicate to the S&T cooperation between both sides.




OSTA in High level dialogue “Industrial Innovation and Urban Development”

17 May 2019 – OSTA Director Mr. Philipp Agathonos spoke at the EU-China Forum for Urban Development in Tianjin hosted by CCUD in cooperation with the Municipals People’s Government of Binhai new Area Tianjin, the Joint Programming Initiative Urban Europe and EUROCITIES. The event gathered renowned experts and high level representatives, among numerous others from NDRC (Deputy Secretary General ZHOU Xiaofei), EU (Chairman Derek VAUGHAN and Minister Councellor Philippe VIALATTE) and CCUD (Director General SHI Yulong).

Highlights of the event were the release of the Accomplishment Report of Horizon 2020 Urban-EU-China Innovation Platform on Sustainable Urbanisation, keynote speeches by renowned experts from research and from industry followed by the high level dialogue “Industrial Innovation and Urban Development”. As one of the members of this high level forum Mr. Philipp AGATHONOS referred to the human dimension of urban development and of smart cities as well to costs and efficiency issues. He pointed towards the role technologies from Austria could play, such as smart and innovative transport solutions by the ropeways from the world-market leader, the Doppelmayr / Garaventa group.

In the afternoon of the EU-China Forum for Urban Development two parallel sessions were held:

  • Parallel event 1: EU-China Seminar on Sustainable Development, with the topics “Construction of Resilient Cities” and “The Future of EU-China Smart Cites” (organized and chaired my Mrs. Margit Noll, Chair of the management Board of the JPI Urban Europe, from FFG, the Austrian Research Promotion Agency)
  • Parallel event 2, with the topics “EU-China-Industry Partnership Seminar” and “Urban Development Powered by the Intelligent Economy”)


OSTA presents Austria at the China-EU R&I Stakeholders Tour in Nanjing and in Nanning

13 – 14 May 2019 – The Nanjing/Naning Cluster of the China-EU Research and Innovation Stakeholders Tour has been attended by around 150 (Nanjing, May 13) and around 250 (Nanning, May 14) researchers, R&I mangers, students and R&I stakeholders. This great interest shows the high relevance of international collaboration with Europe in China.

The Nanjing/Naning Cluster was organised by China Science and Technology Exchange Center (CSTEC) in collaboration with leading local partners from the Province Jiangsu and the Guangxi autonomous region, supported by OSTA and the EU.

After the welcome by honoraries and by the organisers, CSTEC presented the policies and application rules for joint calls within the co-fund mechanism, which has been established for the Support of Chinese R&D to enable their funding for Horizon 2020 Projects. This funding scheme is required, as while almost all parts of Horizon Europe are open to participants from China, Chinese researchers are normally not eligible for funding.

Presentations of national and EU R&I policies and programs towards China by representatives from  Austria (OSTA Beijing), France, Germany, Italy, Latvia, the Netherlands, Norway and the European Union, described options for Chinese R&D actors to study in Europe or to collaborate in R&I. European States offer a wide variety of options and the European Framework Programme for R&I, Horizon Europe, complements national R&I policies and, with it’s Flagship Calls in priority Areas, pursues a targeted European R&I Approach towards China.

The Nanjing/Naning Cluster is part of the annual China-EU R&I Stakeholders Tour, which was held in several Chinese regions. It seeks to highlight opportunities proposed to Chinese researchers and innovators by EU member states and the European Union to China to collaborate with European researchers and innovators, while promoting Europe as a key global destination for research, innovation and knowledge-creation.




Physics PhD students visit to Shanghai and Hangzhou

6 May 2019 – 7 May 2019, OSTA assisted and welcomed a mixed group of physics PhD students from different European Universities throughout their visit to Shanghai and Hangzhou. The majority of the attending students were from the Vienna University of Technology, they were accompanied by the renowned quantum physicist Prof. Jörg Schmiedmayer.

On the 6th of May, OSTA hosted an evening reception at the Marriott Hotel in Shanghai. The welcoming speeches and buffet were well-received by the participants.

The next day commenced with a visit to the Hangzhou Dianzi University, were the students received a warm welcome speech by the faculty and a small campus tour. The group continued on to the Xixi Campus of Alibaba, which included a presentation, as well as Q&A, by one of the quantum lab members and a tour through the company campus.

The trip was concluded with a walk and dinner at the iconic West Lake in Hangzhou.


OSTA accompanies the Vice Mayor of Vienna

06 May 2019 – On request by HE, Ambassador Friedrich Stift, OSTA has accompanied a delegation of the City of Vienna led by Vice Mayor Ms Maria Vassilakou during their stay in Beijing. On the first day of the visit Ms Vassilakou and Ambassadot Stift met with the Vice Mayor of Beijing, Mr Sui Zhenjiang, who attached great importance to the regular exchanges between the two capital cities.

The delegation then met with the Beijing Municipal Bureau of Economy and Information Technology, the Beijing Municipal Commission of Planning and Natural Resources and the Beijing Municipal Commission of Housing and Urban-Rural Development. The two sides exchanged information and views on current development and future plans in the fields of smart city quarters, urban planning and traffic management. They agreed to deepen their collaboration during the upcoming seminar with experts from Beijing during their visit to Vienna in the second half of June.

The delegation paid visits to several sites, including a smart urban quarter, the Jiu Long Community, Shuang Jing subdistrict (13 Community) of Chaoyang District, the Qingtang Wan subsidized housing community in Haidian District, the Beijing Municipal Transportation Operations Coordination Center (TOCC) and the new Shougang High-end Industry Comprehensive Service Parc, previously the main steel production facility in China, which is now serving as the centre for the Beijing 2022 winter Olympics. Ms Vassilakou also visited the Huawei Executive Briefing Center.



Workshop on the cooperation between Austria and the Chinese Academy of Sciences

27 April 2019 – On the occasion of the signing ceremony of the „Cooperation Agreement between the Austrian Research Promotion Agency and the Chinese Academy of Sciences on Research Cooperation for the duration 2020 – 2025“ between the CAS and FFG during the official visit of chancellor Kurz in China, OSTA organized a workshop for the journalists at the Austrian Embassy. The event began with a presentation from Mr. Philipp Agathonos and was followed with a speech given by Mr. Wang Zhenyu. The audience was comprised of journalists representing different media outlets from Austria.

Mr. Wang Zhenyu gave detailed overview and insight on China as a key player in R&D in several technology fields and on Austrian-Chinese Cooperation on these issues.

After completing his speech, Mr. Wang Zhenyu took ample time to answer several questions asked by the audience.

The workshop was an excellent opportunity for networking and exchanges between the participants.


OSTA participated at the largest roadshow event in Jiaxing

27 April 2019 – the first Yangtze River Delta Global Science and Technology Innovation Project Roadshow and the first “2019 Jiaxing, China Aerospace Conference” was opened in Jiaxing. At the invitation of the Jiaxing Municipal Peoples Government, Mr. Philipp Agathonos, the director of the Science and Technology Section of the Austrian Embassy Beijing (OSTA) led the a small Austrian delegation composed of Mr Bernhard Müller, former mayor of Wiener Neustadt and secretary general of Urban Forum and Mr Philippe Reinisch, CEO of SilkRoad 4.0 and attended the opening ceremony.

As the most large-scale roadshow event in Jiaxing history, more than 1000 projects were presented, including 108 projects in the field of  aerospace, 480 projects in digital economy, 310 projects in advanced manufacture and 210 projects in advanced materials. The event gathered nearly 500 representatives from investment and financing institutions, high-tech start-ups, universities as well as research institutions. Officials from the Hungary Consulate, the Russian consulate in Shanghai, the Indian consulate in Shanghai, Consulate general of Israel in Shanghai and Consulate general of Switzerland in Shanghai were also present.

OSTA meets Sichuan FAO

Inviting Austria as Guest of Honor for the “High-Tech Expo” in Mianyang

25 April 2019 – On behalf of Ambassador Friedrich Stift, Mr Pfeiler, Deputy Director of OSTA, received representatives of the Foreign Affairs Office (FAO) of Sichuan Province at the residence of the Austrian Embassy in Beijing. Mr TANG Rui, Deputy Director General of Sichuan FAO, gave a brief introduction of Mianyang City and the Sichuan Province, and invited Austria to attend the 7th China Science & Technology City International High-Tech Expo in Mianyang as Guest of Honor. As follow-up to the successful state visit by the Austrian Federal President and the Austrian Federal Chancellor to China (including Chengdu) last year and with the perspective of a fruitful cooperation between Austria and Sichuan in various aspects, Mr Pfeiler expressed sincere thanks to the invitation and mentioned the upcoming delegation of the Austrian Federal Ministry for Transport, Innovation and Technology (BMVIT), which will pay a visit to Chengdu and Mianyang on 20 May, 2019. The preparations for this visit are conducted in close collaboration with the commercial section of the Austrian Consulate General in Chengdu. Both sides expected further progress following this visit.

The High-Tech Expo, co-organized by the Ministry of Science and Technology of the People’s Republic of China (MOST) and the People’s Government of Sichuan Province, will take place from 5th to 8th September 2019 in Mianyang, which is well known as the second largest city and S&T hotspot of the Sichuan Province.



Mr. Ernst Woller visited CCUD

16 April 2019 – On the invitation by China Centre for Urban Development (CCUD) of the NDRC, Mr. Ernst Woller, the first President of the Parliament of the Province of Vienna, accompanied by Mr. Philipp Agathonos, Minister Plenipotentiary for Science and Technology and director of OSTA visited CCUD. Mr. Woller held a very informative presentation about the social housing system in Vienna. Ms. Qiu Aijun, the deputy director general and more than 20 researchers of CCUD participated at the workshop. Ms. Qiu thanked Mr. Woller for his presentation and said, that the long history of social housing and valuable experience of the City of Vienna is an excellent example, which can serve an a reference for the Chinese cities in exploring and developing new method to improve the living conditions for their citizens.

After the workshop Mr. Agathonos and Ms. Qiu held an informal exchange of views on the current cooperation projects between Austria and China in the field of urban development. Ms. Qiu also invited Mr. Agathonos and the Ambassador Stift to the upcoming fifth EU-China Forum on Urban Scientific Research and Innovative Industry Development in Tianjin.
