Beijing Event was the inaugural meeting of the “2017 EU-China Research and Innovation Tour “. It took place on 27 October 2017 in the Embassy of Italy, bringing together an audience of over 100 people. The seminar was also special because of the presence of a delegation from Brussels, led by Mr. Philippe Vialatte, acting Head of Unit at the Directorate General for Research and Innovation of the European Commission. The Austrian delegation was composed by participants both from Beijing (OSTA-Director Philipp Agathonos and Science Officers Max Pfeiler and Lothar Hahn) and Vienna (Helmut Leopold, Austrian Institute of Technology, Stefanie Nagel, Federal Ministry for Science, Research and Economy as well as Ralf König and Elli Tzatzanis-Stepanovic, from the Austrian Research Promotion Agency (FFG).
Mr. ZHU Xuehua, Deputy Director General in the Chinese Ministry of Science and Technology, gave a testimonial about his experience in EU-China R&I Cooperation and talked about the new Co-funding Mechanism for Chinese Participants in Horizon 2020.
Opening new opportunities of railway cooperation between Austria and China

A Delegation of the Austrian Federal Railways – ÖBB -, composed by Mr Andreas Matthä (CEO of ÖBB), Ms Bettina Gusenbauer (Head of the Office of the CEO of ÖBB), Mr Thomas Kargl (Board Member, Rail Cargo), Mr Erik Regter (Board Member, Rail Cargo) and Ms Cornelia Scherhaufer (Board Member Assistant, Rail Cargo) paid a visit to China from 23th to 26th of October 2017.
On the 23th of October the ÖBB-Delegation visited the China Railway Corporation (CRC) and the National Railway Administration (NRA) in Beijing, accompanied by HE Ambassador Friedrich Stift and the OSTA Team headed by Minister Plenipotentiary Philipp Agathonos. The President of the Vienna Chamber of Commerce, Mr Walter Ruck, attended the first meeting as well. The visits laid the foundation for a deeper cooperation between Austria and China in the field of railway transportation.
The ÖBB-Delegation participated on October the 24tth at the China (Hunan Province) International Rail Transit Industrial Expo & High-level Forum 2017 in Zhuzhou. CEO Matthä held a presentation on the „ÖBB and its part in international cooperation and exchanges in rail transit industry within the framework of China’s Belt and Road Initiative”. Following the presentation the ÖBB-Delegation, accompanied by OSTA, visited production sites of the CRRC.
CEO Matthä also held a presentation on the 25th of October at the EU-China Business and Technology Cooperation Fair in Chengdu, where the ÖBB-Delegation held interesting B2B meetings, i.a. with the Chengdu Investment Group regarding the export of goods from Austria and Central Europe by railway transport to western China. In parallel, Mr Thomas Kargl gave a brief introduction of ÖBB and Rail Cargo at the Southwest University of Transportation.
On 26th of October the ÖBB-Delegation held meetings with representatives of the Shenyang and Yingkou Ports in Shanghai.

OSTA organized on October 11 and 12 the Austrian Science & Technology Days in Chengdu. The days, which were organized with the support of the EU Project Innovation Centre (EUPIC) for the first time within the framework of the Tecxport programme of the Austrian Research Promotion Agency (FFG) in collaboration with the city of Chengdu and the Province of Sichuan, were opened by the Ambassador of Austria to China Mr Friedrich Stift.
Gernot Grimm (General Director in the Federal Ministry for Transport, Innovation and Technology), Philipp Agathonos (Director of OSTA), Christian Frey (Director at the FFG), Xuehua CHEN (Deputy Director-General of the S&T Department of Sichuan Province), Fuyi XU (Vice-Party Secretary of the Chengdu Industrial Hi-Tech Development Zone Work Group) and Tao LIN (Department Manager of the Chengdu Industrial Hi-Tech Development Zone Administrative Committee) played an active role on the first day, which was dedicated to presentations of Austrian technologies by Austrian research institutes and companies (ATC, AIT, SWARCO, MUT and Doppelmayr) in the areas of urban transport, waste management and geological disaster prevention. The presentations were followed by intense discussions between the two sides and marked out the high potential for concrete project-based cooperation.
In the evening the delegation visited the future HQ of EUPIC and attended a reception at the Museum of Contemporary Art (MOCA), which was hosting an exhibition by Austrian and Chinese contemporary artists. The event was attended by more than twenty provincial and city government officials of Chengdu and the Province of Sichuan as well as representatives of the Chengdu Hi-Tech Industrial Development Zone and relevant universities.
On October 12 HE Ambassador Friedrich Stift met with the CPC party leader of the city of Chengdu, Ruiping FAN, and the vice-governor of Sichuan province, Hexin ZHU and had an open and constructive dialogue.

On 10th October 2017 a delegation from OSTA leaded by Philipp Agathonos (Director of OSTA) visited the Xi’an University of Architecture and Technology and the Northwestern Polytechnical University in Xi’an in preparation for further joint programs and cooperation between them and Austrian higher education institutions.
After a guided tour through the local museum of the Xi’an University of Architecture and Technology and the historical collection of construction models OSTA presented the potential of possible cooperation between Austrian and Chinese universities and research facilities. Dean DUAN Degang of the university replied with a presentation of the university, pointing out their importance for Chinese architectural development and their interest into cooperation with foreign Universities.
In the afternoon the delegation accompanied by Dr. Mariella C. Remund, Guest Professor Northwestern Polytechnic University Xian, was cordially welcomed by vice-president Zhang Weihong to the Northwestern Polytechnical University. After a short introduction by Philipp Agathonos about OSTAs tasks and goals the university representatives presented the main research fields of the university pointing out a current cooperation with the Montanuniversität Leoben.

As part of the BMVIT delegation trip to China, the Austrian Science & Technology Days were organized for the first time with officials from the city of Xi’an 9th to 10th October 2017 – the Austrian Science & Technology Days were opened by Philipp Agathonos (Director of OSTA), Yang Guosheng (Vice-Secretary General of the City Government Xi’an), Gernot Grimm (General Director from the Federal Ministry for Transport, Innovation and Technology) and Christian Frey (Director of the Austrian Research Promotion Agency – FFG).
The event included sessions on five topics:
- urban transportation technologies
- urban waste management
- retrofitting of old buildings
- geological prevention of disasters
- cooperation between Austria and China in the fields of Science and Research.
During every session officials from the city of Xi’an introduced their priorities for the coming years. Austrian Institutes, agencies and companies were thus able to present tailor-made solutions to address these priorities. These were: the Austrian Research Promotion Agency – FFG, the Austrian Institute of Technology – AIT, the Austrian Technology Corporation – ATC and the leading companies SWARCO, Doppelmayr and M.U.T.
The presentations were followed by intense discussions between the two sides and marked out the high potential for concrete project-based cooperation.
The first real-world demonstration of intercontinental quantum communication

On 29th September, the first quantum-safe video conference was successfully held between President BAI Chunli of the Chinese Academy of Sciences in Beijing and President Anton Zeilinger of the Austria Academy of Sciences in Vienna. President BAI spoke of “a big day for mankind”, President Zeilinger was convinced, that “one day, we will be having quantum internet”.
Ambassador Friedrich Stift and Philipp Agathonos, the Director of OSTA attended the conference and congratulated the outstanding achievement of the long-lasting collaboration between Professor PAN Jianwei, an Austrian alumni, and Professor Anton Zeilinger’s group. Professor PAN recalled having first been to Austria on a scholarship of OEAD and first meeting his mentor, Professor Zeilinger, 20 years ago.
After the video conference, Ambassador Stift discussed with President BAI about the ongoing scientific cooperation between China and Austria and exchanged opinions on how to reinforce the bilateral collaboration in the future.
Austrian scientists and entrepreneurs in the field nanotechnology visit China

A delegation with 21 Austrian nanotechnology experts from excellent Austrian universities, research organizations and representatives from Austrian companies has successfully visited China from 10-15 September this year. The delegation was led by the Austrian Ministry of Science and Technology (BMVIT) and organized in collaboration with Advantage Austria, the Austrian Chamber of Commerce. During their visit, the Austrian experts participated in diverse roundtables on nanoscience and nanotechnology, which were co-organized with institutes of Chinese Academy of Sciences (CAS) in Shenzhen, Suzhou, Beijing as well as the Shanghai University. The main purpose of the visit is finding more potential cooperation partners and preparing for the upcoming joint calls: the fourth joint call between Austrian Research Promotion Agency (FFG) and CAS and the third joint call between FFG and Shanghai University.
On the 11 September, Shenzhen Institute of Advanced Technology (SIAT) hosted the roundtable. Officials from SIAT, Shenzhen New Material Industrial Association and Shenzhen Science & Technology Development Exchange Center were present and delivered welcome address. On the following day, the delegation visited Institute of Nano-Tech and Nano-Bionics (SINANO) in Suzhou.
In Shanghai, the Austria-China Roundtable on Nanoscience and Nanotechnology has been held for three years, aiming at promoting the scientific exchange on nanoscience between Shanghai University and Austrian research institutions. Based on the successful roundtables in the past three years, six Sino-Austrian R&D projects have been launched since 2015. Both sides spoke highly of the ongoing joint research projects and believed this year’s roundtable will continue to strengthen the bilateral cooperation on nanotechnology.
In Beijing, the delegation was warmly welcomed by the Institute of Chemistry Chinese Academy of Sciences (ICCAS). A one-day event including roundtable, lab visit and individual science to science meetings were arranged, which enabled the participants to gain deeper insights into research areas of their potential cooperation partners and get closer contact with each other. Especially during the individual meetings, scientists from both sides expressed strong willingness to conduct concrete cooperation project and discussed potential projects in detail.

17. September 2017 – OSTA had – for the third time already – the honor to organize Austrian participation at the Beijing Humboldt Forum 2017, which was held from 15. to 17. September at the University of International Business and Economics (UIBE) in Beijing.
The opening ceremony was hosted by Prof. Wang, the President of UIBE. The opening session also included some words of introduction spoken by Philipp Agathonos, the Director of OSTA and a speech by former Federal Minister Dr. Friedhelm Frischenschlager on the State of Play of EU-China Relations.
On Sunday, 17 September BHF participants were invited to join one or more of numerous parallel sessions, three of which were Austrian-led. The University for Applied Science from Upper Austrian held a discussion on the “Value Chain“, while the (EPU) organised a session by Professors form the Vienna University of Veterinary Science addressing the very topical issue, “what can veterinary scientists achieve towards Healthy Food”.
OSTA chaired a session of Austrian Alumnis at which two Alumnis, Ms Wenyan Gu, PhD student (Modern Chinese Lterature) at the Fudan University and participant of the European Forum Alpbach 2017 and Dr. Ming Su, Associate Professor at the Department of Computer Science, Nankai University, Tianjin gave lectures from their field of work and talked about their experience in Austria. The second part of the Session consisted of three presentations: a general overview of the current situation of cooperations between Austria and China in the field of science and research (OSTA), a presentation of the activities of the OeAD in China (Ms. Wagner) and a presentation of the activities of the EPU (Prof. Rausch).
Following this session a memorandum of understanding for a future strategic partnership, between the UIBE and EPU, was signed by Prof. Rausch, Prof. Wang, the President of EPU and Prof. Zhao, the Vice President of UIBE.
The BHF was concluded by a closing ceremony to which all speakers and partners were invited to reflect on the past days.
Austrian and Chinese scientists share experience in nanotechnology cooperation

On the occasion of the visit of the Austrian delegation of nanotechnology experts, OSTA organized a workshop on the topic “results of the nano delegation visit to China 2015” at the Austrian embassy on the 14 September 2017.
In the framework of the joint call between Austrian Research Promotion Agency (FFG) and Chinese Academy of Sciences (CAS), three joint research projects were selected in 2015 and financially supported. The Chinese project winners from Institute of Microelectronics CAS, Institute of Chemistry CAS und Institute of Physics CAS were invited to the workshop and introduced their research projects jointly with their Austrian partners.
Top researchers from the Beijing Institute of Nanoenergy and Nanosystems of the Chinese Academy of Sciences also attended the workshop and presented their research projects. Following the workshop, all the participants were invited to a welcome reception at the Austrian Embassy.

4 to 6 August 2017 – The RobotChallenge is an international championship for self-made, autonomous and mobile robots. It was established in Vienna, Austria in 2004 and since that year more than 2.000 robots from all over the world have taken part in the competition. This year the robot challenge was held in Beijing.
Ten Austrian students’ participation at the RobotChallenge 2017 in the Zhongguancun National Independent Innovation Demonstration Zone Exhibition Center was supported by Federal Ministry of Science, Research and Economy and the Office for Science and Technology (OSTA) Beijing.
On the evening of the first day of the competition, they were received by the new ambassador Mr. Friedrich Stift.
In addition to good placements, also two medals were won: a gold medal in the competition category “Humanoid Sumo” by the team “RobBox 3.0” from the “HTL Rennweg” and a bronze medal in the competition category “Nano Sumo” by the team “Deimos I” from the “Technische Universität Graz”. Other competition categories with Austrian participation were: “Line Follower-Adult”, “Line Follower Enhanced-Adult”, “Air Race” and “Lego Sumo-Adult”.
