After the launch of the EU-China Research and Innovation Tour at the Italian Embassy on 27th October 2017 in Beijing and the station on 1st November 2017 in Hangzhou, the Tour continued its track further to Shenzhen, Changsha, Wuhan, Hefei, Shanghai and ended on 1st December successfully in Suzhou. Representatives from the EU Delegation, Austria, France, Italy, the Netherlands, Germany, Spain, Switzerland and Croatia attended the events. They introduced their current situation on science, technology and innovation and presented opportunities for bilateral cooperation with China.
In Hefei station Austria was represented by OSTA Director Minister Plenipotentiary, Mr Philipp Agathonos. Max Pfeiler covered all other stations. They held speeches presenting the current and potential S&T cooperation between China and Austria. In Hefei Prof. Kai CHEN, Hefei National Laboratory for Physical Sciences at Microscale and Department of Modern Physics, University of Science and Technology of China (USTC), a collaborator of Austria’s most prominent Chinese alumnus, Prof. Jianwei PAN, gave a testimonial on cooperation in field of quantum communication following the speech of Mr Agathonos.
The EU-China Research and Innovation Tour received great responses from local S&T departments and created more opportunities for mutually beneficial cooperation with a variety of covering areas in the promising future.
Cyber security meets critical energy infrastructure

On the 1st of December 2017, the 10th China Energy & Environment Summit (CEES) opened at the Lecture Hall of University of International Business and Economics (UIBE). Following the invitation of CEES, Minister Plenipotentiary Philipp Agathonos attended the Summit and held a presentation on “Cyber Security and Critical Energy Infrastructure”.
As one of the five keynote speakers on the opening, Mr Agathonos emphasized the necessity and requirement of cyber security and introduced capacity building and successful established R&D competences in the field of digital safety and security in Austria, and in particular of the AIT Austrian Institute of Technology. He underlined the linkages between cyber security, energy and infrastructure. Mr Agathonos also mentioned the National Cyber-Exercise for critical infrastructure operators in Austria, which took place on 6-7th of November 2017 and the Vienna Cyber Security Week, which will take place from 29th of January to 2nd February 2018 and will focus on the Protection of Critical Energy Infrastructure and the Security of Smart Cities and Energing Technologies.
CEES is organized by the China Energy and Environment Research Center and China’s Economic Trends Research Institute of Economic Daily News. Supporting Organizations include the NDRC, the National Energy Administration (NEA), the Institute of International Economy of UIBE and CCUD. Mr. Shifang SUN, president of China’s Economic Trends Research Institute of Economic Daily; Mr. Zhiqin LIN, deputy chairman of CEES, Director of China Energy and Environment Research Center, Prof. of UIBE etc. participated in the summit.

On 1 November 2017, the second station of the EU-China Research and Innovation Tour 2017 was held at Hangzhou Dianzi University in Hangzhou, Province Zhejiang. Staff of OSTA, Mr Max Pfeiler, as well as representatives from the EU Delegation, the Netherlands, France, Italy and Spain attended the event. They introduced their current situation on science, technology and innovation and presented opportunities for bilateral cooperation with China.
Chinese representatives, such as Mr. WANG Jian, Deputy Director of Zhejiang Provincial Science and Technology Department, Mr. DONG Keqin, Director of the Division for European Affairs of MOST, Mr. ZHU Zefei, President of Hangzhou Dianzi University, participated actively in the event and announced their willingness to accelerate the EU-China cooperation activities.

OSTA organized on October 11 and 12 the Austrian Science & Technology Days in Chengdu. The days, which were organized with the support of the EU Project Innovation Centre (EUPIC) for the first time within the framework of the Tecxport programme of the Austrian Research Promotion Agency (FFG) in collaboration with the city of Chengdu and the Province of Sichuan, were opened by the Ambassador of Austria to China Mr Friedrich Stift.
Gernot Grimm (General Director in the Federal Ministry for Transport, Innovation and Technology), Philipp Agathonos (Director of OSTA), Christian Frey (Director at the FFG), Xuehua CHEN (Deputy Director-General of the S&T Department of Sichuan Province), Fuyi XU (Vice-Party Secretary of the Chengdu Industrial Hi-Tech Development Zone Work Group) and Tao LIN (Department Manager of the Chengdu Industrial Hi-Tech Development Zone Administrative Committee) played an active role on the first day, which was dedicated to presentations of Austrian technologies by Austrian research institutes and companies (ATC, AIT, SWARCO, MUT and Doppelmayr) in the areas of urban transport, waste management and geological disaster prevention. The presentations were followed by intense discussions between the two sides and marked out the high potential for concrete project-based cooperation.
In the evening the delegation visited the future HQ of EUPIC and attended a reception at the Museum of Contemporary Art (MOCA), which was hosting an exhibition by Austrian and Chinese contemporary artists. The event was attended by more than twenty provincial and city government officials of Chengdu and the Province of Sichuan as well as representatives of the Chengdu Hi-Tech Industrial Development Zone and relevant universities.
On October 12 HE Ambassador Friedrich Stift met with the CPC party leader of the city of Chengdu, Ruiping FAN, and the vice-governor of Sichuan province, Hexin ZHU and had an open and constructive dialogue.

12 June 2017 – 2017 International Cleantech Summit and 2nd Annual Meeting of 3iPET was held by Foreign Economic Cooperation Office, Ministry of Environmental Protection (FECO MEP) in Beijing with more than 250 participants from domestic and overseas governmental organisations and enterprises. Huang Runqiu, Vice Minister of Ministry of Environmental Protection of China also attended the event and addressed a keynote speech to the audience.

17 May 2017 – To deepen the Sino-Austrian technological cooperation in the field of environmental protection, Philipp Agathonos, Minister Plenipotentiary for Science and Technology and director of OSTA and Elisabeth Rysanek, head of the environmental and agricultural section of the Austrian Embassy in Beijing, paid a visit to the foreign economic cooperation office of ministry of environmental protection (MEPFECO). Both sides recognized in the fruitful exchange that Austria enjoys a wide range of leading environmental technologies, especially in the field of land reclamation and waste disposal, and cooperation potential between Austria and China should be highly great.

10 May 2017- From 10. to 12. May an Austrian delegation led by Dr. Gernot Grimm, head of staff group for technology transfer and security research, Austrian Federal Ministry for Science, Technology and Transport (BMVIT), and Philipp Agathonos, Minister Plenipotentiary for Science and Technology and Director of OSTA, attended the Global Innovation Entrepreneurship Fair in Chengdu.
On 10. May the delegation attended the GIEF opening ceremony and subsequently visited the new Business and Innovation Center, where they took part at the opening ceremony organised by EUPIC in the presence of the party Chairman in Chengdu Mr. Fan and EU Ambassador Mr. Schweisgut. In the afternoon the delegation attended the International Seminar on Intellectual Property and Urban Development, organised by the S&T Department Chengdu. In parallel, Mr. Agathonos paid a visit to the South West Transportation University, one of the top level Universities in China.
On 11. May the Delegation attended the World Future Technology Forum of S&T Department Chengdu and had a meeting with representatives of DRC and S&T Department Chengdu.
On the last day of this Chengdu trip the delegation attended the Belt and Road Summit, on which Dr. Grimm gave a startling speech on the summit. On the same day Mr. Agathonos attended the startup Event “Slush” as a guest of Mayor’s Assistant of Chengdu, Mr. HAN, and participated at the inaugural panel discussion on start-up promotion.
This visit laid the foundations of a deeper cooperation between Austria and Chengdu in the fields of Science and Technology.
Discussing Sustainable Urban Development in Putian
20 March 2017 – Within the 2017 EU-China Forum on Sustainable Urban Development in Putian, city of Fujian Province in Southeast China, Philipp Agathonos, Minister Plenipotentiary for Science and Technology and director of OSTA, hold a speech about the Austrian concept of Sustainable Urban Development which includes Urban Sustainable Planning, Green Building, Smart Mobility, Economy & Ecology and Smart Living.
The summit was hosted by China Center for Urban Development (CCUD) and EU Delegation. Renowned speakers such as Fan Hengshan, Deputy Secretary General of National Development and Reform Commission, Zhang Zhinan, Executive Vice Governor of Fujian Province, Chen Hongwan, Deputy Director General of CCUD, Lin Baojin, Secretary of the CPC Putian Municipal Committee, Fujian Province, Laurent Bochereau, Minister Counselor of EU Delegation to China for Scientific Research and Innovation, and Nicholas, Chief Coordination Officer of EUROCITIES, gave their lectures on the Forum as well.
Fruitful discussion on Sino-Austrian geological and mineral cooperation

14 December 2016 – In a very friendly atmosphere Mr. Philipp Agathonos, Minister Plenipotentiary for Science and Technology and director of OSTA was warmly welcomed by the director general of the Department of Science, Technology and International Cooperation, Dr. JIANG Jianjun, and the director general of the Department of Geological Environment of the Ministry of Land and Resources (MLR) Dr. GUAN Fengjun. Fruitful talks about the Sino-Austrian cooperation possibilities in the area of geology especially in the field of geological hazards prevention and management and mining were held between the MLR including its subordinate institute, the China Geological Survey (CGS), and OSTA. The Ministry of Land and Resources expressed high interest in exchange with Austria not only at the technical level but also at the management level respectively for the decision makers. Both sides are willing to deepen the existing cooperation and to establish a long-term cooperation through signing cooperation agreements.
Next year the director general Dr. GUAN Fengjun would like to lead a delegation visit to Austria to further discuss the cooperation agreements.
Discussion about Science and Technology cooperation possibilities between the province of Gansu and Austria

11 October 2016 – On the occasion of the Austrian delegations market exploratory trip for landslide prevention cooperation an official meeting between the Director-general of the Gansu Provincial Science and Technology Department Mr. LI Wenqing and the Austrian delegation consisting of Mr. Peter Schintlmeister, Director of OSTA , Mr. Philippos Agathonos, Head of Unit of Federal Ministry of European and international Affairs (Austria), Mr. Phillip Leopold, Scientist of Austrian Institute of Technology and some Members from the China geological Survey took place in Lanzhou.
On the meeting Director-general LI gave an overview about the situation in Gansu with respect to S&T. He expressed a strong desire for cooperation with Austria and made suggestions for cooperation such as building up cooperation platforms, promoting mobility, taking part in Science and Technology activities from each other, which were responded by Mr. Schintlmeister. Besides Mr. Peter Schintlmeister also introduced the Austrian Institute of Technology and its cooperation with the China Geological Survey and the purpose of the delegation trip in Lanzhou. Both sides are agreed to strengthen the cooperation between the province Gansu and Austrian in the future.
