17.09.2019, a preparatory meeting for the next Joint Working Group (JWG) between the Austrian Federal Ministry for Transport, Innovation and Technology (BMVIT) and the National Development and Reform Commission (NDRC) was held at the Austrian Embassy in Beijing. NDRC was represented by the Head of General Affairs, Mr. WU Hongyuan, and Senior Officer, Mr. MAO Kejun. Mr. Philipp Agathonos and Mr. Max Pfeiler, Director and Deputy Director of the Science and Technology Section of the Austrian Embassy Beijing (OSTA), welcomed Mr. Wu and Mr. Mao.

The NDRC proposed five topics for the next JWG and emphasized the importance of the concrete realization of projects. To ensure a successful preparation of the JWG, OSTA Beijing will pay a re-visit to NDRC and discuss further details regarding the topics and arrangements. Both sides expect fruitful results at the JWG.

30 August 2019 – The autumn event of the China-EU Research and Innovation Stakeholders Tour has been attended by around 200 researchers, R&I mangers, students and R&I stakeholders in Hohhot. This great interest shows the high relevance of international collaboration between Europe and China.

This autumn event was supported by the Department of International Cooperation,  Ministry of Science and Technology of China (MOST), and jointly hosted by China Science and Technology Exchange Center (CSTEC) and the EU Delegation to China, in collaboration with the Department of Science and Technology of the Inner Mongolia Autonomous Region.

After the welcome by honoraries and by the organisers, CSTEC presented the policies and application rules for joint calls within the co-funding mechanism, which has been established for the support of Chinese R&D to enable their funding for Horizon 2020 Projects.

Presentations of national and EU R&I policies and programs towards China by representatives from Austria (OSTA Beijing), Germany and EU Delegation, described options for Chinese R&D actors to study in Europe or collaborate in R&I. European member states offer a wide variety of options and the European Framework Program for R&I, Horizon Europe, complements national R&I policies and, with it’s Flagship Calls in priority Areas, pursue a strategic European R&I approach to China.

The event is part of the annual China-EU R&I Stakeholders Tour, which was held in several Chinese regions. It offers opportunities to Chinese researchers collaborating with European stakeholders and it also acts as promotion of Europe as a key global destination for research, innovation and knowledge-creation.

Austrian Technology Day successfully held in Jiaxing

22 May 2019 – The Austrian Technology Day 2019 (Jiaxing), which was organized by the Austrian Federal Ministry for Transport, Innovation and Technology (BMVIT), the Austrian Embassy in Beijing and the Jiaxing Municipal Government, co-organized by the Austrian Research Promotion Agency (FFG), Office of Science and Technology (OSTA), Austrian Consulate General Shanghai Commercial Section and Austrian Technology Corporation (ATC), was successfully held in Jiaxing.

The Austrian Technology Day (Jiaxing) was opened by Ms SHEN Xiaohong, Vice Mayor of Jiaxing; Mr Gernot Grimm, Head of Staff Group for Technology Transfer and Security Research, BMVIT and Ms Christina Schösser, Consul (Commercial affairs), Austrian Consulate General Commercial Section Shanghai. Mr Philipp Agathonos, Minister Plenipotentiary at the Austrian Embassy in Beijing and Director of OSTA, moderated the event. During the opening session, ATC signed a cooperation agreement with the Yangtze Delta Region Institute of Tsinghua University. Neubau, No. 36 Research Institute of the China Electronics Technology Group Corporation (CETC) and the Zhejiang Hongzheng Architectural Design Company Limited also signed a strategic cooperation agremment in the field of passive house. These will be an important cornerstone for the future cooperation between companies and research institutions in Austria and in Jiaxing.

This event gathered over 120 participants from both Austria and China, who discussed the following areas of possible cooperation: Passive Houses and Energy, Quarters & Sound Insulation, Water Quality Measurement, Treatment & Waste Management and Equipment as well as Smart Traffic Management & VR tools for the Automobile Industry.

The Austrian representatives consisted of 10 Austrian technology-oriented companies and research organisations (ATC, AIT, Getzner, M-U-T, Austrian State Printing Office, S::CAN, Andritz, RISE GmbH, Swarco AG and Viewpoint System) and presented various state-of-the-art Austrian technologies, products and services. Participants from the Chinese side came from local government, S&T organizations and over 40 companies. 9 Chinese companies also held presentations at each topic. At the end of the event, participants of both sides were given the opportunity to find potential partners at networking tea break and lunch buffet.

The Austrian Technology Day 2019 in Jiaxing offered an outstanding opportunity for information exchange and further technology cooperation between Austria and Jiaxing.

OSTA meets Sichuan FAO

Inviting Austria as Guest of Honor for the “High-Tech Expo” in Mianyang

25 April 2019 – On behalf of Ambassador Friedrich Stift, Mr Pfeiler, Deputy Director of OSTA, received representatives of the Foreign Affairs Office (FAO) of Sichuan Province at the residence of the Austrian Embassy in Beijing. Mr TANG Rui, Deputy Director General of Sichuan FAO, gave a brief introduction of Mianyang City and the Sichuan Province, and invited Austria to attend the 7th China Science & Technology City International High-Tech Expo in Mianyang as Guest of Honor. As follow-up to the successful state visit by the Austrian Federal President and the Austrian Federal Chancellor to China (including Chengdu) last year and with the perspective of a fruitful cooperation between Austria and Sichuan in various aspects, Mr Pfeiler expressed sincere thanks to the invitation and mentioned the upcoming delegation of the Austrian Federal Ministry for Transport, Innovation and Technology (BMVIT), which will pay a visit to Chengdu and Mianyang on 20 May, 2019. The preparations for this visit are conducted in close collaboration with the commercial section of the Austrian Consulate General in Chengdu. Both sides expected further progress following this visit.

The High-Tech Expo, co-organized by the Ministry of Science and Technology of the People’s Republic of China (MOST) and the People’s Government of Sichuan Province, will take place from 5th to 8th September 2019 in Mianyang, which is well known as the second largest city and S&T hotspot of the Sichuan Province.

OSTA attended 2019 (First) China International Industrial Internet Expo

Explore cooperation on industrial internet and digital economy

12 April 2019 – The 2019 (First) China International Industrial Internet Expo was opened at the Wuzhen Internet International Convention and Exhibition Center in Tongxiang, Jiaxing. This exhibition focuses on exhibiting domestic and international leading industrial internet solutions, industrial internet platforms, standards, security, data, applications and so on. Mr. Philipp Agathonos, the director of the Science and Technology Section of the Austrian Embassy Beijing (OSTA) attended the official opening ceremony of the Expo.

Before the Expo Mr Agathonos also participated in the „2019 Wuzhen ABC Forum“, which was organized by the China Federation Of Industrial Economics (CFIE), Shanghai Federation of Social Science Associations and Wuzhen Think Tank on the 11th April. At the forum, the guests discussed about digital economy, artificial intelligence, intelligent manufacturing and industrial internet.

Possible cooperation with the EIB to promote high-tech Made in Austria

05 April 2019 – Director of OSTA Beijing, Mr. Philipp Agathonos, meets with Mr. Alain Nadeau, Head of the EIB Representation to China and Mongolia.

Purpose of this visit was to elaborate possible ways of collaboration in the implementation of Austrian technology projects in China. Nadeau explained that the EIB acts as a non-commercial bank since 1958 and operates around 50 regional offices in Europe and beyond, since 2016 in China. With its main focus in Europe, the EIB supports projects of European interest also in China, mainly aiming at contributing to the fulfilment of the COP21 Climate targets. EIB has three stands of activity: (1) lending as its main purpose, (2) funding, (3) being the major contributor to the EIF (European Investment Funds) to support SMEs

Agathonos presented the focus of Austrian technology cooperation with China and the role of OSTA Beijing. The Austrian projects described are in the thematic interest of the activities of the EIB in China but are relatively short term R&D-related projects, while the EIB aims at larger longer-term investments. However, promising ways of collaboration could be identified: (1) OSTA to flag promising Austrian projects to EIB that could be further developed; (2) EIB to explain EIB-processes and contributes with its expertise in project implementation; (3) the ongoing Austrian collaboration with NDRC (National Development and Reform Commission of the People’s Republic of China), could be utilized to promote the implementation of Austrian projects.

The Second Part of the Austrian Technology Day: Hangzhou

07 November 2018 – The second part of the Austrian Technology Day took place at the Double Tree Hilton Hotel in Hangzhou. The event was hosted by the People’s Government of Zhejiang Province and the Austrian Federal Ministry for Transport, Innovation and Technology (BMVIT). Furthermore, the Science and Technology Department of Zhejiang Province (ZJST), the Austrian Research Promotion Agency (FFG), the Office of Science and Technology (OSTA), the Commercial Section of the Austrian Consulate General Shanghai and the Austrian Technology Corporation (ATC) acted as co-organisers for the Austrian Technology Day.

The Austrian Technology Day was opened by Mr Philipp Agathonos, Minister Plenipotentiary at the Austrian Embassy in Beijing and Director of OSTA, Mr Song Zhiheng, Deputy Director General of the (ZJST), Mr Alexander Unkart, BMVIT, Ms Lisa Kronreif, Austrian Vice Consul for Commercial Affairs in Shanghai and Mr Christian Frey, Head of Tecxport Initiative of FFG.

The event gathered over 160 participants from Austria and China exchanging their experiences and identifying potential cooperations in the fields of Smart Urban Development, Digital Economy and Intelligent Manufacturing, Environment, Energy, Life Science and Other. The Austrian Representatives consisted of 12 Austrian technology-oriented companies and research organisations (ATC, BT Seals Austria, Getzner, GWT, Lumitech, Neubau, M-U-T, Austrian State Printing Office, S::CAN, Geodata, AIT and FFG) and presented various state-of-the-art Austrian technologies, products and services. 6 Chinese companies also held topic-specific presentations. Participants from the Chinese side came from local government, S&T organizations and over 80 enterprises. At the end of the event, participants of both sides were given the opportunity to find potential partners at networking tea break and lunch buffet.

The Austrian Technology Day in Hangzhou is the next step of a successful cooperation with Chinese stakeholders and highlighted the appreciation of both countries for each other.

06 November 2018 – The first Joint Working Group Meeting between the Austrian Technology Corporation (ATC) and the Nanhu District of Jiaxing City was successfully held in Jiaxing Science City. The Austrian delegation was headed by Mr Alexander Unkart, from the Federal Ministry for Transport, Innovation and Technology of the Republic of Austria (BMVIT). The Chinese delegation was headed by Mr CAO Jiandi, Director of Development and Reform Bureau (DRC) of Nanhu District and Mr ZHOU Chuangen, Deputy Director of DRC Nanhu and included representatives from urban planning organisations.

Both sides held in-depth discussions regarding the cooperation in the field of smart city. Following a general introduction of Nanhu District and Jiaxing Science City, Mr Tino Terraneo, CEO of ATC held an informative presentation on smart city solutions, focusing on urban planning, smart mobility, smart energy, urban farming, green city, urban environment, E-Government, E-Health, safety and security, etc. Ms Sandra Schneider from the Austrian Institute of Technology (AIT) also introduced a new generation of urban planning tools and methods, such as rapid prototyping of cities, infrastructure and districts. Active and constructive talks were held after the presentations.

05 November 2018 – The Austrian Technology Day 2018 (Chengdu), which was organized by the Austrian Federal Ministry for Transport, Innovation and Technology (BMVIT) and the Department of Science and Technology of Sichuan Province, co-organized by the Austrian Research Promotion Agency (FFG), Office of Science and Technology (OSTA), Austrian Consulate General Chengdu Commercial Section and Austrian Technology Corporation (ATC), was successfully held at the Centre for China-Europe Cooperation (CCEC) managed by the EU Project Innovation Centre (EUPIC).

The Austrian Technology Day (Chengdu) was opened by Mr Martin Allgäuer, Austrian Consul General in Chengdu; Mr JING Shigang, Deputy Director General of the Department of Science and Technology of Sichuan Province; Mr Alexander Unkart, BMVIT; Ms Segree Dai, President of EUPIC and Ms Birgit Murr, Austrian Consul for Commercial Affairs in Chengdu. Mr Max Pfeiler, Deputy Director of OSTA, moderated the event.

This event gathered over 120 participants from both Austria and China, who discussed the following areas of possible cooperation: “Aeropolis” (Chengdu Tianfu International Airport), Environment & Energy and Urban Development & Disaster prevention. 20 September 2018 – An Austrian Delegation, headed by Mr Agathonos, Minister Plenipotentiary and director of OSTA, accompanied by Mr Martin Allgäuer, Consul General of Austria in Chengdu, met representatives of the Chengdu Municipal Development and Reform Commission and the Chengdu Municipal Science and Technology Department. Both sides exchanged opinions regarding specific cooperation fields and possibility of co-hosting the event Austrian Technology Day, which will presumably take place on 05 November in Chengdu.

Focused on the new Chengdu Tianfu International Airport and actual urban development of Chengdu, Mr Agathonos “offered” „Aeropolis“ (border control, crowd-management), environmental technologies (drinking water management, wastewater management, CO² conversion technology, passive house), mobility (smart transport system) and disaster management (Geo-mapping) etc. as possible cooperation fields between Austria and Chengdu.
